The City of Portland offers a variety of ways
to pay your utility bill
If Winter Storm Uri impacted your utility bill, please fill out the following form and email the completed form to email@example.com:
Pay your bill in person at City Hall, 1900 Billy G. Webb Dr., between 8:00 a.m. and 5:00 p.m.
Drop your payment off at the drop-box located at the entrance of the City Hall and Community Center parking lot (Daniel P Moore Community Complex). It is a silver pedestal drop-box. Payments can be placed in the drop-box at any time.
Pay your water bill online. It’s fast, easy and convenient.
To sign up to pay your bill online you will need your account number and last payment amount. (This information is included on your last water bill or you can call our office at 361.777.4500 during regular business hours.) You will then be asked to create a login using your email address. After selecting a password, you will receive an email to confirm that your account has been activated.

As of Jan. 1, 2019, the City of Portland no longer passes on the $4 convenience fee assessed by the credit card provider for paying utility bills online. Residents can now pay these bills online without paying the additional fee. You can also see your past water usage and your billing history.
For some customers, a bank draft is a more convenient way to keep up with monthly billing. If you would like to set up a bank draft for your account, call the Utility Billing office at 361.777.4500 during their regular business hours. There is no charge for a bank draft. Payments are always drafted on the 15th of each month. If the 15th falls on a Saturday or Sunday the payment is drafted the following Monday.
