Health Insurance
The City of Portland has generous health, dental and life insurance plans. The health insurance plan is offered through Texas Municipal League - MultiState Intergovernmental Employees Benefits Pool. The city offers a PPO plan which uses United Healthcare Choice Plus network of providers for "in network" coverage and can be utilized nationwide. Selection of health care providers outside the United Healthcare Choice Plus network is allowed, but deductible and reimbursement levels are less favorable to the employee.

Dental INSURANCE
The TML dental plan allows participants to select any dentist without having to belong to a specific network.
Vision INSURANCE
The TML vision plan is a reimbursement based program.
Retirement
All employees in positions that require 1,000 hours or more a year are required to participate in the Texas Municipal Retirement System (TMRS). The plan requires 7% gross earnings be deducted pre-tax and deposited into the member’s account with the TMRS system. The city provides 2:1 matching contributions.
An employee becomes vested after 5 years of service. A vested employee becomes eligible for retirement with 5 years of service at age 60 or 20 years of service at any age. The City has an additional provision with TMRS to provide supplemental death benefits for employees and retirees.
Additional Benefits
Other benefits are include social security contributions, cafeteria plan, 457 deferred compensation plan, Roth IRA, workers compensation insurance, direct deposit, long-term disability, and annual vacation/sick buy-back.
